Abstract

In giving an optimum service to the people of Birocrate
Governmental, it needs much of humman source who are skillfull
and professional in implementing its task. Human source is an
asset which is essential in an orgnization, thus it needs a
preception,perception , that becomes the system of value and it
needs a consistency of leadership. So that the level of working
satisfactory could be established and affect in such the occurence
of purpose of the organization.
